There is a bug- iCloud sync doesnt work properly

After creating new note- IT hasnt been saved. Sync isnt working. New notes are vanishing, older ones havent update. After turning on/off iCloud synchonization message appeared to overwrite new notes with ones, which were older on iCloud. If we press "No" the message is flashing.
After newest update it still doesnt work
